CAMBODIA CHAMBER OF COMMERCE


Objectives:


Established on October 15, 1995 under the Royal Government Sub-Decree issued on 31 July 1995, the Phnom Penh Chamber of Commerce (PPCC) has the following as its main objectives: 

1. Support for Commercial Enterprises

  • Encouraging the establishment and development of new commercial enterprises.

  • Reception; formalities, data bases on commercial enterprises, accounting, fiscal, legal and regulation information and advice to business people. 

  • Prospecting new market research for local and foreign partners export regulations, organization of trade mission.

  • Reception of foreign trade mission.

  • Arbitration in commercial disputes.

2. Advice to government and local authorities in the matter of economic and commercial regulation. 

  • Advice on law and regulation projects.

  • Advice on large scale projects and infrastructure development.

  • Advice on fiscal and customs law.

3. Professional training and business education

Article 11 of the law provides for this activity, leading to participation of the Chamber of Commerce in the matter of: 

  • Training of responsible business people.

  • On and off-the-job training and technical expertise development for enterprises employees and business house. 

  • Seminars, and workshops for Heads of Commercial Enterprises.

4. Development of infrastructure

According to articles 10 to 13 of the law, the Chamber of Commerce shall participate in deliberation and action on the development of necessary infrastructure for commercial enterprises. In particular cases, the Chamber of Commerce should participate in the management of infrastructure, such as Commercial Port Exposition Parks. Industrial Estate, and also to participate in public tendering processes.

Services and Activities:


Playing the role of the representative of the country's private sectors, the PPCC:

  • Provides services of looking for business partners both for local and foreign business people. Requirements for partners from abroad can be forwarded directly to PPCC and all requirements will be distributed to elected members and ordinary members. The Chamber's Bulletin and a Chinese language ordinary newspaper will take care of the publication of the demands, afterwards.

  • Welcomes business delegations and individuals from abroad who intend to either visit Cambodia or open up their business in the country or do their Market Researches.

  • Initiates in setting up International Conference on local and regional commerce/industry/banking and economy development.

  • Participates in meetings and seminars organized by local government or private institutions as well as in International Conferences set up by ASEAN / ASEAN CCI / CACCI / ADB / ESCAP / WORLD BANK / FFA / UNDP / UNESCO / UNICEF and some neighbouring CCI.

  • Exchanges information on Business and investment with various Embassies based in Cambodia. Frequent visits from Embassies people are remarkable.

  • Accepts scholars or graduates from local Universities for job training in various companies around the city.

Membership

The PPCC consists of 20 elected members, 17 of whom are men and the rest women. All the 20 elected members, the first ever selected after the country's civil war in 1970, are representatives of 4 sectors: commerce, industry and handicraft, agriculture, and services and professions.

Besides the 20 elected members, the PPCC has many "Ordinary Members". These are companies who contribute $20/month for the membership fee will have the access to all information on business partner requirements and may be candidates for the Chamber's Election. All elected members contribute $1,200/year. 

The PPCC has been making appeals to business people to become its ordinary members. The Garment Manufacturers Association in Cambodia (composed of around 100 companies) was officially accepted as PPCC ordinary member last June.

Organisational Structure

The PPCC is composed of representatives from the four business sectors (commerce, industry and handicraft, agriculture, and services and professions), elected for a 6-year term by the city companies. However, according to its regulations, half of the number of the "Elected Members" are subject to be changed by mid - mandate (3 years) and the new elected members will replace them. The new Executive Members (President, Vice President, Secretary to the Executive Bureau - Treasurer - Vice Treasurer and other 2 members) are selected from all elected members of the new mandate. October 15, 1998 will be the election day for PPCC second mandate members.
